put the new card in.
reboot and press command (apple key next to spacebar)+option+p+r until you hear it reboot 3 times.
if it still doesn't work after that, try pressing the CUDA reset button on the motherboard.

Yep, I did that. Multiple times.

I did hours of troubleshooting, and really can't figure out the problem. I have finally gotten it back up after booting into Safe Mode, but I'm not really sure what that tells me. Anyone?
