The long term solution to spam involved raising the cost to advertise; then there is no return to blast out zillions of emails to everyone and their cat. more for "targeted" lists (snail mail and otherwise).
Perhaps email providers give customers 20 free outbound emails a day, and after that, additional customer emails are forwarded to the Internet after a successful micropayment has been made.
