1) No, they cannot re-route your existing POTS through another RT.

2) You have DSL service available from the CO. That's how you have DSL now. The "pre-qual" is a "yes/no" answer. The offer you received I'm sure was through the CO. If you ordered new service, I'm very confident it would be wired back to the CO.

3) It is possible that the upgrade in the CO that enabled you to get your service coincided with the availability in the RT. Stranger things have happened.

The pre-qual is an estimate based on records. It has only a 70% accuracy (IMHO). Orders are canceled by ASI (and Telco) all the time because the records from pre-qual were inaccurate, and the line/design won't support the service.

That prequal on the web site is almost bogus. It seems to say a yes/no as to whether or not you can have DSL and that is based only upon a lookup table that has distance data in it from who knows where. When I signed up for SBC DSL, all they would sell me was the slow package up to 384K.
A separate lookup tool said I was 16.5K ft distance while the SBC prequal said I could get the highest speed DSL available 1.5M at the time. An actual TDR measurement (from ASI I'm guessing) revealed I am more like 20k and am lucky to have 384K.

So I beleive the laypersons way to interface into the system is to contact the EPC (Emerging Product Center) of SBC and they can access (or ask ASI to) or run the tests so that you will know for sure. Although, you might have to pull it out of them since they don't offer the distance information or RT / CO names freely.
