Canadian Cable ISPs rock

Cogeco Cable offers "home users" a 5Mb down/640K up package for $45CDN ($40CDN if you subscribe to cable TV as well). They implement "soft caps" of 15GB/month, which, so far, have not resulted in any sanctions I'm aware of. Some of the guys on Cogeco forum talk about doing over 100GB/month, but I can't vouch for their truthfulness.

And their speed is #2 after OOL. I think that's a great deal.

Someone had posted that costs are kept low outside the U.S. to attract subscribers. In Canada, cable territories are protected, so there's no need to compete with anyone except DSL carriers/resellers. And per capita net (and HS net) use in Canada is among the highest in the world (at least 2 times the per capita rate of the U.S.)
