Hold on, there, Cotton Mather. Check out L.A. Bridge's web page and you see they explicitly advertise that users can run their own mail server.

So it does. And I'll go back to the original post. Inadequately implemented mail servers are a big contributor to spam. That ISP will be the one held accountable if and when their users abuse the service.
