So all the regular votes are counted first, and they don't open the provisional envelopes and go through the trouble of verifying them all unless it's close enough that the provisional votes could swing it. Also, voting provisionally is not equal to registering, you must register (your new address) under separate cover (the pollworkers give you a form).]]></description>

I don't know where that is, I live in LA county.
