It doesn't work that way. This question has been asked, and answered, SO many times it's unbelievable. The simple answer is NO you can not get DSL without having PHONE LINE/SERVICE.

Conversely if a light short is present on your line that will cause an off hook condition. You will not be able to make or receive calls while the DSL may very well stay working.

I can tell you unequivocally that DSL will die as soon as the phone is disconnected. I have IFITL (PCDATA) which does not use the phone carrier but a separate fiber and some prankster called in a cancellation on my telephone (POTS) service a couple of weeks ago. I noticed the lost IFITL before I got a call on the cell from a friend telling me they got a message that my phone had been disconnected.

Called customer service and BS had service restored in 10 minutes.
