It's a java app. It has ten sounds memorized, when it sees a two it says "two". It's not a person saying the number from memory.

Pi is transcendental. Thus, it's irrational and it's decimal expansion never repeats. For this reason, exactly, it would take an infinite amount of time to 'recite Pi'.
