If federal and local governments put the same restrictions on VZ fiber as they do on VZ copper then there is no point in trying to deploy the technology because it would force VZ to share the lines it deployed with rivals who mostly likely won't pay enough to help off-set the cost of purchasing and laying down the lines.
If I were the President at VZ, I'd do the same thing.
