Am I correct in assuming that this is an area to post comments or suggestions completely unrelated to any forums? In other words, an area for comments or suggestions not open for discussion? I'm a bit confused!
If this is in fact a suggestion area rather than a discussion area, then instead of calling it a "non forum" why not simply call it "Suggestions and Comments for Site Related Features"?
In the quote above, you state:

I think the confusion is due to your choice of wording.
First you state that this is a "Non Forum". O.K., that tells me "no discussion". That's pretty clear.
Then you state in your "Examples": "Anything to do with forums"...
Followed by: -> "forum related doesn't qualify".
"Anything to do with" means the same thing as "related".
But in the latter part of the sentence, "...related doesn't qualify" is a direct contradiction to the first part, "anything to do with...".
Why not delete that whole sentence altogether?
You already clearly state:
"Non-Forum". "All things not related to forums". "Anything to do with posts". "Anything to do with avatars".
(1). I would suggest do not use the word [forum] any more often than is necessary.
(2). Instead of calling this area "a non-forum", simply state: This Area Is Not A Forum!
Or: This Area Is Not For Open Or Cross Discussion!
(3). This Area Is For Suggestions And/Or Comments Dealing Only With:
Avatars Posts Site Related Features Etc. Etc.
Please understand, I'm not trying to give you a "Diction Spanking" here, I'm only trying to help you clear things up!:D Oh yeah...by the way...I'm still not really sure if I was supposed to post that here or not. But since it's a "Non-Forum", I guess I may never know!

No, not at all.
Suggestions for use and interface of the forums are to be posted in the "Feature requests -- forums" forum, while suggestions pertaining to the rest of the site (the testing, the front page, the news, and so on), are to be posted here.
Where you get the idea that posts here are not to be replied to is beyond me, if you'd look at the content of the forum, you'd see that threads here are no different than anywhere else. What is at issue is the content of these threads. -- Get your daily dose of wonder from the Astronomy Picture of the Day (APOD).
