This has nothing to do with that.. unlike email spam, this is not targeted to sell a product, the purpose is increasing google ranking.

Why don't you put terms of service on your comments that allow you to charge spammers $500 for each on?

No, but it isn't as good as Google's system, and appears to be easier to game -- just try searching for the Hilton Hotel in Paris.
