Take lessons from the Presidential Election.
The Bush campaign makes first strikes against the Kerry campaign with all sorts of misinformation. Kerry is then forced to refute them which makes him look 'defensive'.
Attack SBC/Comcast NOW.
Put together spots that highlight their rate increases, their poor/no service, and maybe even some rumours (you want your fees to increase AGAIN next year! It'll happen!). Force the incumbents to defend their position. They started playing dirty the first round. Your turn, muni's.

BTW - since you brought it up, could you please back up your statements and give me ONE example where Kerry ever refuted anything that was said of him by Bush?...and what proof do you have that anything the official Bush campaign has said about Mr. Kerry has been untrue??
