You'll have to give details of what criminal activity you are seeing or have experienced, but rest assured, the FBI has said our laws on this are often tougher than yours, and all of our criminal laws are federal laws.
Theft of computer services and theft of telecommunications services are violations of law here in Canada. Spamming isn't. (Spam can be reported via spamcop.net to the ISP, and the ISP will take action for TOS violation.)
We also have tougher libel laws, but they don't apply to quietly made police reports requesting investigation.
