All things equal

(Which they never are) I think this will hurt Bush more than Kerry. But consider, the amount of attacks on our Government facilities appear to be from certain IP address blocks (called ISPs or countries by the media for those who do not know otherwise). While it has been a year or two since I looked at an attack log here, I am told that most of the attacks are from certain areas.

So on the surface it makes sense just to ban the whole block and maybe the service will try to clean up their act. On the second look, all those people will do is shift to another area and continue whatever they are doing. So I get a few days of faster service until they move to another set zombies.
