Well...

Ok for the corporate car to have a monitored GPS but a cell phone... I think it's an abuse of power.

Well, there is one situation where I think it would be a problem...

After you've clocked out... Honestly, what I do on my own time after I've clocked out is never the business of my workplace... By monitoring the cell phone (depending on if you carry a corporate phone 24/7 like I've had to do in the past), your workplace has the potential to be a bit too nosey.

Exactly! When you've clocked out you take the corporate car home and use you own car, with corporate cell phone you must keep it with you.
