Companies post non-existent job openings all of the time. Some do it just to see how much feedback they will get, others just to shine on the economists.
Suffice it to say that Verizon has been boondoggling their way in and out of liability in Pennsylvania for years. This story is very old news. I remember commenting on this very topic as far back as two years ago.
They have done the same in other areas as well.
I live in a Verzon-controlled area. I have lived here since December 2000. I couldn't get DSL then, and still can't get it. I ended up getting a cable modem from Comcast.
When asked Verizon will say that they have been working on remoting fiber fed RTs out to where I live. Funny....I've seen no one digging, laying fiber, or putting up enclosures.
Of course, it's the same old song and dance since I moved here in 2000. They have done nothing. Be not surprised in PA either. I haven't been there since 2002, but, when I was there, I was putting in wireless internet systems in and around Pittsburgh for Allegheny Power because someone had to step up and provide a broadband alternative for PA subscribers.
I will close by saying that I use ATT wirelesss for phone service, Comcast for broadband internet, and totally kicked Verizon out of the premises. No land lines necessary these days.
They should take a hint. Incumbent carriers are rapidly becoming outdated.

Like I said, no DSL here where I live either. They didn't forget...they just are doing nothing to implement it.
