OK, I have tried to work with this ghost in Safe mode - the same result.
I have Steganos Shredder and it proposed for Temporary Internet Directory the next service

Thank you, all are destroyed and new directory is formed. I am satisfied with Steganos work - in future will destroy as DoD.

I check Temporary Internet Files directory today. That file is restored!
It can not be deleted by Windows Explorer in Normal and Safe mode, Command Prompt and Steganos Shredder.
Who has other idea?
How find it in the Registry?
How find, read and delete it on the HDD manually?

Do you think it got restored after you used IE to browse or just by opening IE. What IE version and what OS. Can it be MediaBar in IE or similar?

On this machine are installed
IE 6.0
XP Pro 5.1
WMP 10.0
As browser I use Opera and do not use IE directly, but it is a base browser for few applications (WMP, Front Page, Microsoft Outlook, ICQ, and so on), therefore I clean cookies and cache periodically.
