Because GSM providers know that the more intelligent users - the ones who actually want these features - will be able to get the phone unlocked and move it to another GSM provider, or flash the firmware/modify the FLEX to enable the feature anyway. GSM providers couldn't care less what phone you use as it's all in the SIM card.
