[LA] New Cox Customer!

Ok! My new COX internet connection is not quite up to snuff on what is being advertised. I was a BSFA customer until I recently moved. I noticed a dramatic decrease in my speed from DSL to cable. I called tech support and everything checked out fine. Technician is coming out next Friday to check out GOD knows what. I'm not a dummy or anything with computer as to I am a Network Tech and PC Tech for the past 10 years. I tweak my system today and noticed a slight increase in speed, but not even close to what is being advertised. My advertised speed is 4mb/512kbs. I am getting roughly 1.5mb/225 at anytime of day. Is this normal with cable internet or is there something with my connection. I know with cable it flux at peak hours but come on!
