1 edit		  Incompetence might be a strong possibility. Maybe Verizon has some network engineers that don't know what they are doing and have inadvertently blocked entire ranges of addresses in the routers that connect their email servers to the world. I don't disbelieve what Verizon is claiming about intentional blocking. They may just be covering up for gross incompetence.
