The companies also announced that they would form two joint ventures focused on developing and licensing conditional access technologies, which enable cable providers to ensure that customers only receive subscribed video services. Motorola has granted the ventures a non-exclusive license for its conditional access platform MediaCipher.
Evidently all the problems people have with Motorola STB's hasn't stopped Comcast from continuing to send them a huge piece of their business.
Regardless of the problems which are mainly firmware related and being addressed/fixed, it's just not really feasible nor would it make sense for an MSO such as comcast to completely switch their end uder equipment which in turn requires head end equipment to also be changed.
