It's not all cut and dry. Many get DSL because 99% of the time, you can actually use the connection.
Comcast was sending out abuse letters before the upgrade, imagine now, with even more nodes being overloaded.

North Salem, NY | One of the benefits of DSL is that it can be significantly cheaper than cable. Raising the rates won't help Verizon get more customers, especially those migrating from dialup. |
