Check the power options for the card. If it's set to use limited/reduced power to save on the battery you will see this type of thing.

Mount Airy, MD		 good point to add to the "specs" to diagnose - for me my transmit power is set to full, and power management for the card is set for maximum performance (no power managemnet according to the driver)
