I actually work in a PSAP answering 911. We service 9 police jurisdictions, 11 fire & medical jurisdictions and 9 city service jurisdictions. Each of the jurisdictions ranges in size and population but all are dense urban areas. Regardless of where you live, it's still the same, they are there to service you.

So they are, in fact, not speaking to the same people they would if they were to call their local PD station (where you are)?

If so, you have a right to be upset with stupid shit like this. Of course it's comedy relief, but it's still sad that people are so lame.

I know in Miami, FL they get routed to the same place, we have a 305-4-POLICE number which is non emergerncy, I have called it and been greeted with "911, What's your emergency" (to which I responded that I had called the non-emergency number and that I did not have an emergency.
