by any chance if you go to your mouse settings do you have it set to single click to open files instead of double click ?

only ask since the programs are launching when you click on them

Many mouse programs, especially laptops, have ways to alter and control the drag and drop feature. You are sure there is nothing that has been installed such as a Walcom tablet?
