need ideas

On why my SyGatePF "Allow Pings" rule is not working. I have double checked, and believe I followed instructions correctly.
WinXP home SP-2, I.E.6, Cable connection Comcast 6000/768 Motorola SB5120.
Only way I can allow pings is by turning off SyGate(free).
