Web pages are code and HTML - you can't make a web page without one or the other or both. Probably the simplest thing for a beginner to use are WYSIWYG packages that come with a bunch of templates (FrontPage comes to mind), but you'd need to know whether the server you have in mind using has Front Page extensions available. Since you said this is for a business (that presumably, someone would like to be profitable.) you'd be better off really learning how to do it yourself or hiring the job out.
