Add Disclaimer to outbound email in exchange 2003

I am currently using Symantec's Enterprise Security products. I see that one of the features of Symantec Mail Security for SMTP states:
"Custom Disclaimer allows administrators to insert custom text, such as a legal disclaimers, into outbound messages" in this link:

I need to add a disclaimer and have had no luck using the instructions provided by Microsoft in this article:
»support.microsoft.com/default.as···exch2003

Has anyone used the "Custom Disclaimer" feature in Symantec? If so, where is it located or how do I do it? If I cannot figure it out, I guess I'll have to try some other third party product

First, that Microsoft script looks almost useless -- because it doesn't work if your organization uses Outlook clients!

If you use a MAPI client, such as Microsoft Outlook, to send the e-mail message, the recipient does not receive a modified e-mail message. This is because the e-mail message that is submitted by using MAPI is not in an SMTP format when the e-mail message triggers the SMTP transport event. Therefore, changes that are made by the code of the event are not persisted.
Second, the Symantec feature seems to apply ONLY to the SMTP Gateway product. In other words, if you have ONLY a Microsoft Exchange Server, the feature may not be available?
