| Actually, it is more like extortion. The city has no right to levy franchise fees on cable modem services. It's been to the Supreme Court before. The city successfully got nearly a million out of Comcast over the same issue, but Comcast did not end up paying the fees.
Nor are they going to get away with witholding approval of the transfer. The law is that the city "must not unreasonably withhold approval".
The city is just trying to get income by pressuring TW. I doubt that TW will knuckle under. |

and after the time ran out the power was shut off
and att paid the debt with in in two hours |
