The throttling is not absolute. Peers will get though and sometimes have good speed (up or down). It would be instructive if you could see what each peer is doing. Don't know about Bitcomet but you can do this in Azureus.

If you're lucky, during a download you will latch on to a peer that feeds you at 200KB/s+ and speeds things along to a quick finish.
