It could happen. There have been and currently are situations here where long time state employees in higher level positions make more than a governor appointed Agency or Department head.
I know we have had similar issues here in Fairfax with the extremely generous salary and benefit package for the head of the school board. They wanted to be competitive and did what they thought was right to get who they thought was the best person for the job.
It doesn't always work out well for anyone except the person getting all those bucks. Regardless of their performance, they walk away with a bucket of money and all the connections they need to keep on going.
