Maybe I am just using this as an excuse to punish bandwidth hogs?. While I do really have a problem with theft, I guess since I can't prove it, I should probably shut up and go away?.
I think that if you control the bandwidth hogs, you will "catch" most of the "illegal evil-doers"...!
