Are all of your tests (Web Server to Internet, Client to Web Server, and Client to Internet) using FTP for the tests?

Web Server to Internet - Speedtest site (speedtest.wi.charter.com)

Client to Webserver - FTP

Client to Internet - Speedtest site (speedtest.wi.charter.com)

This has the potential to be the difference in the tests, I will use FTP for all and see what I get for speeds.
