I have been selling "burstable" circuits for a few years now. The way that we do it (MCI) is charge the customer for 95% of their total usage. This means that before his invoice is cut we look at the total bandwidth and then discard the top 5%. For a T1 that costs $600 in my opinion it doesnt make any sense to pay $450 for a burstable circuit that could easily end up costing you $1000 if you burst a lot. I would say that a burstable DS3 makes a little more sense, but then again it all comes down to price point.
