Qwest should get stuffed.

And that's about all I have to say.
This looks like another case of "We're too lazy to build fiber... What's that you say? Municipal deployment? No! We're testing faster copper!" from a telco. Verizon's the only company truly thinking about fiber networks. Too bad it can't build everywhere.
