My email was hacked and yet msn did NOTHING!

My hotmail email was hacked a month ago and I've reported almost immediately to both msn and hotmail to close the account. Malicious emails was sent out from my hacked email acct to people in my address book.
However, to my dismay and absolute disappointment, up to date, about 10 different people from both msn n hotmail wrote back to me stating that the info I've submitted was incomplete. I was supposed to answer about 10 qns, and I was able to answer 8 of them accurately. How INSUFFICIENT are the 8 out of 10 answers could be for them to say the info I've submitted was insufficient?? The 2 qns I couldn't answer were not that important, compared to the other 8.
This hacker has all the ill intentions in the world, and my friends and I are still getting threatening emails from this hacker. I've forwarded emails, cut n paste from these malicious emails n wotever not n sent them to msn n hotmail but still no action was taken.
As a matter of fact, this spreading of malicious emails was so nasty that I have to report it to the police. They r now investigating this.
Wot or why is it so difficult for msn to close the account?? If msn feels that the hacker is the true owner, that person can come forward ( IF he/she dares ) to claim it back after msn temporarily closed it. Wot can I do to have my hacked email acct closed? Wot does msn have to lose in closing that acct?

Well if you still have access to the account, just change the password to something unguessable like kd&$#4370KLj3i~f::wi9j298fdj and sleep soundly at night.

The problem is, the hacker changed my password n the secret qn as well n now he's totally controlling it.
