Why not give the »/tweaks test a shot, and see if anything improved after the test.
Try play around with the MTU and RWIN values, see any difference on speed.

| I've tested out some cc yesterday and find out their IP is 218.111 which I was never to get onto and their ping is low 20ms.
Hmmm looks like their on new DSLAM at my place and each DSLAM have their own connection. I thought it was shared among all the DSLAM, I have somehow let me jump to new DSLAM LoL. |
