It means pretty much what is says. AES checks what zone the file you're executing came from. You are presented with the Open File - Security Warning when the files originated from the Internet zone. Setting the variable doesn't turn off zones just whether the file's origin is checked when it is executed. It is the "global" setting you were asking about.

The feature is called Attachment Execution Services(AES). When a program is run AES examines the file to see whether the file has a file stream of the type Zone.Identifier. Then AES determines what zone the file is from and what level of protection to apply when the file is run.
To disable the zone checking try this:
Create a SEE_MASK_NOZONECHECKS system environment variable and set it to 1
