Perhaps you misread or read through it too fast. But, with respect, it does not make sense. As far as bugs go, though, this is not the one I'd spend my last dollar on fixing.

I don't consider this a bug at all. The way Dlink is doing it makes total sense. I don't see why it matters, and would bet every brand does the same thing (well actually there are many brands that don't even let you assign a static IP at all, such as the popular WRT54G with stock firmware).

I would call this more of a feature you want added. But its definitely not a bug.
