For example, a 3 minute song distributed over the internet from one location may violate the copyright law.

| reply to noogoo It all gets down to the issue of intent. The fair use right you describe is intended to allow short sections of copyrighted works to accompany articles about the particular work. What you are proposing violates the intent of the law and if done on a large scale and brought to trial would most likely be found in violation. |
