Photoshop does have guides which can be used to to insure your circular selection is exactly the correct size and in the correct position. Just pull a guide to one side of the circular object you wish to select then pull a guide to the top or bottom. Hold the Shift key down and begin where the guides intersect and keep going until the circle is selected. By pulling guides I mean from the rulers. I pull my guides from the rulers for ease.

Photoshop has two rulers and a measuring stick. These can assist you in doing a number of things. The ruler tool can be used to measure the diameter of a circle. There is an area on the Tool Bar for setting the exact size you want your selection to be. Just nudge it into place with the arrow keys.
