Most providers don't advertise any special price for a 2nd line with incoming and outgoing calls. You'll have to ask them.

Voxee is 1.1 cents/min outgoing to the US. All you need is an available port on your ATA, an old P8 DTA310 running AR160 firmware or a computer w soft-phone like X-lite

You can check out InPhonex ( »www.inphonex.com ). They offer their basic free service that calls InPhonex subscribers. FWD and SIPphone call dial in as well. Plus you can get a Pay as you go Plan by loading 9.95 in your account. With that you can call anywhere. Rates for the USA and other countries are listed on their rate sheet.

I have their basic service on a Sipura ATA and have had no outages that Im aware of. Makes for a nice backup line.

DSL. Voip cos: Paid- Lingo (UTStar), Nuvio, GalaxyVoice; Free- FWD, SIPphone, InPhonex. Voip providers on trial: SunRocket, ViaTalk. Tried: wIPphone=rates OK, Teleo=great, no ATA, Broadvoice=great until..., will give em another chance.

I forgot to mention that Callcentric also allows calls to and from any SIP provider like FWD and SIPphone.

I've been using them for the last 3 weeks or so and the quality has been great. It seems like they would be a good fit for you since they have a "Pay Per Call" rate plan where you just add a minimum of $5 to your account and they deduct from it at the end of every call.

Another good option in Teliax.com's "Pay as You Go" plan. Their minimum prepay is $10, but they look like they are slightly cheaper than CallCentric (for example: 2 cents/min USA for Teliax; and 2.2 cents/min for CallCentric).

And BTW I use Teliax.com as my "backup" VoIP provider (when my main provider is down). And so far, the quality on Teliax has been excellent as well.

NOTE: If you want free VoIP to VoIP calls, set up an adapter with "Free World Dialup". With some adapters (such as the SPA-3000 I use), you can even program in both FWD and a provider to call "normal numbers", and select which one to use at the time you dial out (by dialing special codes when you make the call).

The perfect fit for a 2nd line is Globe7, I have 603 area code and the best US and international rates on the market.

Take a look at TelaSip VoiceXpress... note that they allow a free second outgoing 'line'. »www.telasip.com/ residential service is cheap, and has been exceptionally reliable and high quality for me.
