TimmyTimo, "forced" vs voluntary - such a policy would make sense.

That's part of the quandry.
I'm try to get ahead of the "rush" when the AOL / Verizon contract expires and "forces" existing AOL DSL customers in the Verizon service territory to switch to Verizon.
In my area, Verizon people are pretty busy rolling out FiOS.
Plus take advantage of a short term Verizon DSL marketing offer as well as gaining both upload and download speeds.

If AOL is getting out of the DSL business ("unbundling") as their contracts with the RBOCs expire (the SBC example old news, now), as I believe is the case, essentially all of their customers are, eventually, going to be "forced".

Well, I think I got some more clarification.
I believe the policy is then:
* If you were "forced" to switch (i.e. SBC terriroty), then you don't have to return the modem.
* If you voluntarily switch (i.e. whatever regions are left), then you have to return the modem.
