The Client is seeing the AP much better than the AP sees the CPE. The difference can be because:
1) Different radio powers
2) Different antennas
3) Nearness of tree
4) Multipath
5) Interference

I probably missed something.

Try moving the CPE to the other end of the building or up/down some and see what happens.
