I'm no defender of Comcast. In fact, I'm just about ready to dump them and go back to more reliable Bellsouth DSL. However, it looks to me like the bottleneck in your traceroute is AT&T's network, not Comcast. And, it's the specific way you're being routed that's causing the difficulty.
