Since you are using km, I would assume that you are not from the US or England, and I am not familiar with your nations regulations, but here in the states the unlicenced bandwidth is 900 MHz. It will do exactly what you want, since 2 km is about 1.24 mi. It's what you would want to use. So find out what is unlicenced in your area, and use whatever spectrum is under 1 GHz, and you should be okay.
