I can only see it being that fast two or three ways.
The test was done at the office and post it as if it were @home.(I've seen a few folks do that, and questions answered, actually brought out the fact they were at work).
FIOS and it's uncapped?
Using one of those cache programs that stores everything recently on your hard drive and the next very test(repeat test) shows unbelievable speeds.
I ran across one of those test on a site recently. 1st time in it reported expected speeds, then the 2nd/3rd subsequent test was like, where the heck did those numbers come from?
32,927kbps, yeah.....that's easy on a file that large.
