I've noticed the same thing. I keep noticing that BBNPlanet is one of the worst backbone providers. Any server routed thruogh BBNPlanet (for me) around 9 - 11pm, my ping jumps up about 75ms. All the servers routed through BBN are still playable but I'm used to playing with 50ms, not 125ms.

Same thing with icix.net. Though icix isn't as much of a horror story as BBNplanet.
