@24.5.x.x		Slow speed In SF bay

My download speed and upload speed are down. Anyone else in the SF Bay experience these issues.

Download Speed: 2851 kbps (356.4 KB/sec transfer rate)
Upload Speed: 133 kbps (16.6 KB/sec transfer rate)
