It solves only write access to the hard drive. Registry permissions still exist, and only admin can write to HKEY_LOCAL_MACHINE.
Group Policy editor works as a limited user, with FAT32 (but not NTFS). I just denied every user registry and command prompt access. Woohoo!
If I were malware, I'd delete cmd.exe and place a bat file called cmd.bat, so that when I attempted to type "cmd" at a run box it would delete my whole hard drive. Sure enough, it is doing just that right now in my limited account, deleted cmd.exe as a limited user, and created cmd.bat as a limited user.
This concludes our Fat32 experiment. I wonder why hal.dll is missing..
